Lady Dustin seems to forget that her husband was a grown made and made his own decision, knowing he may well die in the war. Her anger should be reserved for her late husband, not Eddard Stark. I don't think it's appropriate for her to have a grudge nearly 20 years after the incident, and it's certainly wrong for her to want to mistreat Ned's.
